Qualified Person

What is a Qualified Person?

A qualified person is an individual recognized for their extensive knowledge, training, and/or experience that enables them to identify existing and predictable hazards and resolve problems relating to worker safety. This recognition often comes from a recognized degree or professional certificate. It may also result from demonstrated skills that prove one’s ability to perform specialized tasks safely.

In industries such as construction, manufacturing, and energy, qualified persons play a critical role in maintaining compliance with OSHA standards and ensuring safe operations. Unlike a competent person, who is primarily responsible for taking prompt corrective measures on-site, a qualified person’s primary responsibility is their proven expertise and ability to design and implement safe systems or equipment.

Employers often designate qualified persons when tasks involve technical complexity or require professional standing. For example, designing a fall protection system or certifying scaffolding structures typically requires a qualified person due to the need for advanced knowledge and certification.

Why Qualified Persons Matter

Worker safety depends on having the right people in the right roles. A qualified person helps ensure that hazardous conditions are recognized early, tasks are performed safely, and projects remain compliant with regulatory guidelines. Their expertise bridges the gap between theoretical safety standards and practical, on-the-job application.

Typical Qualifications of a Qualified Person

  • Recognized degree or certificate in their area of expertise
  • Extensive experience solving safety-related problems
  • Demonstrated ability to identify hazards and design corrective measures
  • Authorization from an employer or organization to carry out safety-related responsibilities

In short, a qualified person is capable, recognized, and responsible for applying their knowledge to protect employees and ensure workplace safety.
